Summary
Julgeolekupoliitika eesmärk ja põhimõtted loovad raamistiku julgeolekukeskkonna hindamiseks ning julgeoleku tagamiseks vajalike tegevussuundade määramiseks. Julgeolekupoliitika eesmärk tuleneb Eesti põhiseadusest, mille kohaselt kindlustatakse Eesti riigi iseseisvus ja sõltumatus, rahva ja riigi kestmine, territoriaalne terviklikkus, põhiseaduslik kord ja elanikkonna turvalisus. Põhimõtteid mõistetakse kui seisukohti, millest tuleb eesmärgi saavutamisel lähtuda ning millest tekib parima tulemuseni viiv tervik. Julgeolekupoliitikaga hõlmatava ulatus on ajas muutuv. Tuginedes avarale julgeolekukäsitusele, keskendub dokument riigi tegevuse neile valdkondadele, mille kaasabil saab luua ja kindlustada julgeolekut. Sarnaselt varasema dokumendiga on ka selle lähtekoht julgeolekupoliitika elluviimine põhiõigusi ja -vabadusi järgides ning põhiseaduslikke väärtusi kaitstes. Võrreldes praegu kehtiva dokumendiga on nüüd täpsustatud põhimõtete sõnastust.
