Summary
Eelnõu eesmärk on tõkestada ebaseaduslikku sisserännet kolmandatest riikidest Euroopa Liidu riikidesse. Möödunud suvel ja alanud sügisel on see probleem jõudnud teravalt ka Lätisse, Leedusse ja Poolasse, kuhu üle Valgevene piiri on hakanud saabuma suurearvuliselt ebaseaduslikke sisserändajaid. Kuigi Eestil puudub ühine piir Valgevenega ei saa Eesti suhtuda toimunusse ükskõikselt, sest meie ajutine kontrolljoon on faktiliselt ka Euroopa Liidu välispiir ja meie piirinaabriks on agressiivne Venemaa, kes mõni aasta tagasi organiseeris ebaseaduslikku rännet Vene-Norra piiril. Eelnõuga tehakse Vabariigi Valitsusele ettepanek ebaseadusliku rände tõkestamiseks ehitada Kagu-Eestis ajutisele kontrolljoonele kiirkorras füüsiline tõke ning näha selleks ette vahendid 2022. aasta riigieelarves ja järgnevate aastate riigieelarve strateegias.
