Summary
Eelnõu võimaldab panustada kuni kuue kaitseväelasega Ühinenud Rahvaste Organisatsiooni (ÜRO) rahutagamismissioonile Lähis-Idas. UNTSO on ÜRO esimene rahuvalvemissioon, mis on puhtalt vaatlusmissioon. UNTSO tegevuspiirkond on Lähis-Ida, täpsemalt Egiptus, Iisrael, Jordaania, Liibanon ja Süüria. Missiooni peakorter asub Jeruusalemmas. UNTSO sõjalised vaatlejad on tegutsenud piirkonnas läbi aastakümnete, olles vaenulike poolte vahel ning hoides sellega ära lokaalsete kokkupõrgete eskaleerumise suureks konfliktikoldeks Lähis-Idas. Eelnõu seletuskirjas märgitakse, et ÜRO liikmesriigina panustab Eesti julgeoleku tagamisse kriisipiirkondades. Osalemine ÜRO missioonidel on Eesti jaoks olnud oluline ning on olulisemgi nüüd, mil Eesti on olnud ÜRO Julgeolekunõukogu valitud liige aastatel 2020–2021. Eesti kaitseväelaste osalemine ÜRO operatsioonidel aitab tugevdada Eesti panust ÜRO tegevusse rahu kindlustamisel. Eesti sõjalised vaatlejad osalevad UNTSO missiooni koosseisus alates 1997. aastast. 2014. aastast suurendati Riigikogu otsusega Eesti panust missioonil kuni kuue kaitseväelaseni, kes täidavad staabiohvitseri ja sõjalise vaatleja ametikohti. Kuni kuue kaitseväelasega jätkatakse ka 2022. aastal.
