Summary
Riigikohtu esimees Villu Kõve teeb ettepaneku nimetada alates 1. märtsist 2022 Riigikohtu liikmeks Heili Sepp. Kõve märgib kaaskirjas, et Heili Sepa pikaajaline ja väga mitmekülgne avaliku teenistuse kogemus võimaldab tal oluliselt panustada Riigikohtu kriminaalkolleegiumi töösse ja Eesti kriminaalõiguse edasiarendamisse. Lisaks pikaajalisele teenistuskäigule avalikus sektoris on Sepp avaldanud arvukalt õigusteemalisi artikleid ja arvamuslugusid. Samuti on ta üks Eesti Vabariigi põhiseaduse kommenteeritud väljaande kaasautoritest. Sepa panus karistusõigust ja kriminaalmenetlus puudutavate eelnõude ning seadusmuudatuste väljatöötamisel on olnud märkimisväärne. Oma teadmisi on ta edasi andnud nii iga-aastastes loengutes ja seminarides Tartu Ülikoolis ning Sisekaitseakadeemias kui ka kohtunike ja kohtujuristide koolitustel. Sepp kuulub OECD ja GRECO ekspertide nimistusse kui ekspert õiguskaitse- ja justiitssüsteemi ning kriminaalmenetluse ja korruptsioonivastaste meetmete alal.
