Eelnõuga tehakse ettepanek eraldada vahendid Tallinna Haigla kaasfinantseerimiseks. Seletuskirjas märgitakse, et Eesti vajab kaasaegse ruumilahendusega Tallinna Haiglat, mis arvestab tänapäevase nakkuskontrolli vajadusi, lisab haiglavoodeid, suurendab tervishoiusüsteemi võimekust kriisiolukordades, võimaldab meie piiratud meditsiinipersonali paremat koostööd ja parandab patsientidele raviteenuste kättesaadavust.
