Eelnõuga tehakse valitsusele ettepanek rakendada adekvaatseid ja tõhusaid meetmeid Eesti-vaenuliku propaganda tõkestamiseks. Seletuskirjas märgitakse, et arvestades pingelist julgeolekuolukorda ja Venemaa agressiivset mõjutustegevust naaberriikides tuleb ümber vaadata tänane seadusandlus ja meetmed, mis puudutavad vaenulikke, sõjategevust õhutavaid telekanaleid Eestis
