Summary
Eelnõu näeb ette kinnitada elektrituru reformi põhimõtted, mille kohaselt on elektrimüüjatel uue universaalteenusena sätestatult kohustus pakkuda väiketarbijatele börsivälist elektrienergia paketti, mille hinnakujundus kooskõlastatakse Konkurentsiametiga. Eelnõu näeb ette, et Nord Pooli elektrituru Eesti hinnapiirkonnas turgu valitseval elektritootjal on kohustus müüa otse, ilma börsi vahenduseta, elektrimüüjatele elektrit, mis on vajalik uue universaalteenuse kohustuse täitmiseks. Hinnakujundusel lähtutakse elektrienergia tootmise kuludest ning kapitali tootlusest vastavalt Konkurentsiameti kehtestatud reeglitele ning hinnad kooskõlastatakse Konkurentsiametiga. Eelnõu kohaselt kompenseerib riik eelarvelise eraldisena elektri tootjatele universaalteenusena toodetava elektri CO2 kvoodi kulud. Eelnõu näeb ette, et Vabariigi Valitsus peab koostama eelpool toodut arvestades elektrireformi elluviimise kava hiljemalt ühe kuu jooksul alates käesoleva otsuse jõustumisest ning esitama selle Riigikogu fraktsioonidele.
