Valitsusele tehakse ettepanek alustada viivitamatult läbirääkimisi Läti, Leedu ja Poola valitsustega, et koostada ühispöördumine Euroopa Komisjoni poole eesmärgiga taotleda erakorraliste olude tõttu energiatootmise ettevõtete ajutist vabastamist kasvuhoonegaaside heitkoguste lubatud ühikute (CO2 kvootide) ostmise kohustusest vastavalt ELi vastavale direktiivile.
