Summary
Seletuskirjas põhjendatakse, et Eesti sideturul kehtiv hinnakujundus ja numbriliikuvuse korraldus ei taga tarbijatele piisavat läbipaistvust ega võrdseid võimalusi. Tarbijakaitse ja Tehnilise Järelevalve Ameti statistika järgi katkestati 2024. aastal üle 50% mobiilinumbri teisaldamise algatustest, mis viitab, et olemasolevad sideettevõtted teevad sooduspakkumisi alles siis, kui klient soovib lahkuda. Selline praktika viitab sellele, et paljud lojaalsed kliendid maksavad teenuste eest rohkem kui uued liitujad või need, kes väljendavad soovi operaatorit vahetada. Tegu on nähtusega, mis kahjustab ausa ja toimiva konkurentsi põhimõtteid. Numbriliikuvuse kiiremaks muutmine – soovitatavalt reaalajas või vähemalt ühe tööpäeva jooksul – võimaldab tarbijatel lihtsalt ja kiirelt teenusepakkujat vahetada, mis loob tõelise hinnasurve ja ausama konkurentsikeskkonna.
