Summary
Eelnõu kohaselt võimaldatakse panustada 2023. aastal kuni viie kaitseväelasega Euroopa Liidu väljaõppemissioonile EUTM Mozambique. Euroopa Liidu Nõukogu moodustas 12. juulil 2021 väljaõppemissiooni EUTM Mozambique (European Union Training Mission in Mosambique) Mosambiigis. EUTM Mozambique’is osalemine on Eestile oluline nii välis- kui kaitsepoliitiliselt. Eesti üks prioriteetidest on osaleda ELi ühise julgeoleku- ja kaitsepoliitika elluviimisel. Missioonil osalemisega panustab Eesti solidaarselt teiste liikmesriikidega Euroopa Liidu sõjalisse operatsiooni. Lisaks on Eestile oluline arendada koostööd strateegiliste EL-i lõunatiiva liitlastega. Missiooni juhtriik Portugal. Eesti oli üks esimestest riikidest, kes teatas Portugalile oma soovist panustada ning alates 16.12.2021 panustame ühe õigusnõunikuga. Eesti kaitseväelase ülesanneteks on EUTM Mozambique ülema nõustamine õigusküsimustes ning kohalike relvajõudude liikmete väljaõpetamine inimõiguste küsimustes. Juhtivkomisjoniks määrati riigikaitsekomisjon.
