Summary
Eelnõu võimaldab jätkata panustamist kuni kümne kaitseväelasega Euroopa Liidu (EL) väljaõppemissioonile Malis ja kuni kümne kaitseväelasega Ühinenud Rahvaste Organisatsiooni (ÜRO) rahutagamismissioonile Malis. EL-i Nõukogu moodustas 17. jaanuari 2013 otsusega 2013/34/ÜVJP väljaõppemissiooni EUTM Mali (European Union Training Mission in Mali) Malis. Sellest missioonist on kujunenud EL-i üks tähtsamatest sõjalistest missioonidest, millesse koos Eestiga panustab ligi 600 kaitseväelasega 27 riiki, sealhulgas EL-i 22 liikmesriiki. EUTM Mali eesmärk on toetada Mali relvajõudude sõjalise võime arendamist ning parandada julgeolekuolukorda Malis. Lisaks sellele toetatakse poliitilise stabiilsuse saavutamist ja Alžiiri rahuleppe rakendamist suurendamaks riigivõimu ja õigusriikluse taastamist üle Mali. Saheli piirkonda laiemalt toetab EUTM Mali läbi G5 Saheli ühendväe operatsioonialase võimekuse parandamise ja piirkondliku koostöö tõhustamise, keskendudes esmajoones ühistele julgeolekuohtudele, eelkõige terrorismile ja inimkaubandusele. 25. aprillil 2013 loodi ÜRO Julgeolekunõukogu resolutsiooniga 2100 (2013) rahuvalvemissioon MINUSMA (United Nations Multidimensional Integrated Stabilization Mission in Mali). MINUSMA strateegiline eesmärk on toetada 2015. aastal sõlmitud Mali rahu- ja leppimisleppe elluviimist, suunates oma jõupingutused üha enam poliitilise dialoogi toetamisele ning Mali riigivõimu taastamisele Kesk-Malis, kus on suurenenud vägivald. ÜRO missiooni teine strateegiline eesmärk on Mali laiaulatusliku strateegia rakendamise hõlbustamine kaitsmaks tsiviilisikuid, vähendamaks kogukonna sisest vägivalda ning tagamaks peamiste avalike teenuste osutamist esmajoones Kesk-Malis. Eesti kaitseväelaste osalemine ÜRO operatsioonidel aitab tugevdada Eesti panust ÜRO tegevusse rahu kindlustamisel. See aitab suurendada Eesti nähtavust ÜRO-s. Eesti panus EUTM Mali missiooni on oluline, sest Eesti üks prioriteete on aktiivselt osaleda EL-i ühise julgeoleku- ja kaitsepoliitika elluviimisel. Läbi osalemise nendel missioonidel panustab Eesti Euroopat mõjutavate ohtude vastasesse ühisesse võitlusesse, kaasaarvatud terrorismivastasesse võitlusesse ja rändeprobleemide lahendamisse.
