Summary
Eelnõu võimaldab 2026. aastal panustada kuni kolme kaitseväelasega Põhja-Atlandi Lepingu Organisatsiooni missioonile Iraagis (NATO Mission Iraq – NMI). NMI loodi 2018. aastal vastuseks Iraagi valitsuse palvele toetada Iraagi kaitsevõime ülesehitamist. Missiooni tegevus on suunatud alliansi lõunasuunalt lähtuvate ohtude vastu laiemalt, aidates Iraagil üles ehitada kestlikud, läbipaistvad ja tõhusad julgeolekustruktuurid, et suurendada nende võimekust terrorismivastases võitluses, ISIS-e tagasipöördumise takistamiseks ning riigi stabiliseerimiseks. Missiooni tegevus toimub tihedas koostöös Iraagi valitsuse ja rahvusliku julgeoleku nõuniku bürooga ning kuni 2025. aasta septembrini ka USA juhitava rahvusvahelise ISISe-vastase koalitsiooni operatsiooniga Inherent Resolve. NMI juhtriik on 2025. aastal Prantsusmaa, kes võttis selle rolli üle Hollandilt. NMI-s osalevad NATO liikmesriigid ning partneritena Austraalia ja Austria. Eesti alustas panustamist NATO operatsiooni 2017. aasta novembris, lähetades Iraaki demineerimisekspertiisiga kaitseväelase. 2019. aastal lähetas Eesti NMI-sse ühe sõjaväepolitseiniku. 2021. aastal panustas Eesti NMI-s lisaks staabiohvitserile kuus kuud 36-liikmelise väekaitserühmaga Taani üksuse koosseisus. Alates 2022. aastast oleme panustanud ühe staabiohvitseriga, selliselt plaanib Eesti jätkata ka 2026. aastal.
