Summary
Eelnõu võimaldab 2026. aastal panustada kuni 76 kaitseväelasega Põhja-Atlandi Lepingu Organisatsiooni (NATO) valmidusüksuste koosseisu. Alates 2024. aasta 1. juulist kaotati senisel kujul NATO reageerimisväe (NATO Response Force, NRF) ja NATO valmidusinitsiatiivi (NATO Readiness Initiative, NRI) konseptsioonid. Neid asendab uuendatud kontseptsiooniga NATO kergem ja mobiilsem kiirreageerimisvägi ARF (Allied Reaction Force), mis on valmiduses sõjaliste operatsioonide läbiviimiseks nii NATO Euroopa vägede ülemjuhataja SACEUR-i (Supreme Allied Commander Europe) vastutusala sees kui väljaspool. ARF viib läbi operatsioone kõikides domeenides ning kiirreageerimisvägi pannakse kokku NATO liitlaste vägedest, mille ülesandeks on vajadusel heidutus- ja kaitsetegevuste läbiviimine. Kuni 2024. aasta juulini kehtinud NATO vägede süsteemis NRF-i alla kuulunud NATO alalised mereväeüksused (Standing Naval Forces, SNF) jäävad ka uue väemudeli alusel endiselt kõrgesse valmidusse. Nad ei kuulu küll alaliselt ARF-i koosseisu, kuid liitlaste panuseid SNF-i saab liitlaste nõusolekul ka ARF-is kasutada. Eesti on varem NATO reageerimisväe NRF koosseisu panustanud SNF-i koosseisus mereväe staabi- ja toetuslaeva ning miinitõrjelaevadega, sõjaväepolitsei ja demineerimisüksuste, erivägede, liikumise koordineerimise üksuse, staabiohvitseride ning koos teiste Balti riikidega NRF-14 koosseisu ühise jalaväepataljoniga. 2026. aastal on Eesti valmis panustama NATO valmidusüksustesse ühe miinijahtija ja staabiohvitseridega. Kuna miinijahtija antakse valmidusse SNF-i koosseisus, kuid seda saab vajadusel kasutada ka ARF-is, siis antakse Riigikogu mandaat ühiselt SNF-i ja ARF-i jaoks kuni 76 kaitseväelasega panustamiseks.
