Summary
Eelnõu võimaldab panustada kuni kuue kaitseväelasega Ühinenud Rahvaste Organisatsiooni (ÜRO) rahuvalveoperatsioonile UNTSO (United Nations Truce Supervision Organizatio) Lähis-Idas. ÜRO Julgeolekunõukogu võttis 29. mail 1948. a vastu resolutsiooni, kus kutsuti üles lõpetama vaenutegevust Palestiinas ning otsustati, et vaherahu hakkab jälgima ÜRO vahendaja, keda abistavad sõjalised vaatlejad. Esimesed sõjalised vaatlejad sõjalise vaatlusoperatsiooni UNTSO raames saabusid piirkonda juunis 1948. UNTSO on ÜRO esimene rahuvalveoperatsioon, mis keskendub puhtalt vaatlusele. Operatsiooni peakorter asub Jeruusalemmas ning esindused paiknevad Kairos, Damaskuses ja Beirutis. UNTSO operatsioonist võtab osa ligi 400 inimest kokku 30 riigist, sealhulgas 14 NATO liikmesriigist. Lisaks sõjalistele ekspertidele tegutseb UNTSO-s tsiviilpersonal. UNTSO koosseisus kaitseväelastega panustamine pakub Eestile hea võimaluse viimastel aastate Lähis-Idas aset leidnud pöördeliste sündmuste ning kriiside (konfliktid Gazas ning LõunaLiibanonis, riigipööre Süürias) aktiivseks jälgimiseks ning olukorrapildi tagamiseks. Ametikohad UNTSO struktuuris (sõjalised vaatlejad, staabiohvitserid, sh analüütikute, missiooniülema abi ja läviülemate abide ametikohtadel) pakuvad võimalust omandada mitmekülgne rahvusvaheline staabitöö kogemus. Eesti sõjalised eksperdid on osalenud UNTSO operatsiooni koosseisus alates 1997. aastast. Viimastel aastatel on Eesti UNTSO-sse panustanud kuni kolme sõjalise eksperdiga. 2025. aastal panustab Eesti UNTSO-s ühe sõjalise vaatlejaga. Eesti sõjalised eksperdid on osalenud UNTSO operatsiooni koosseisus alates 1997. aastast. Viimastel aastatel on Eesti UNTSO-sse panustanud kuni kolme sõjalise eksperdiga. 2026. aastal on ÜRO vanemohvitseride rotatsiooniplaani alusel Eestile määratud täiendavalt üheaastase rotatsioonina Kairo lävikontori ülema ametikoht. Tulenevalt ametikoha kaalukusest ning selle pakutavast juhtimiskogemusest, plaanib Eesti ajutiselt suurendada oma panust 2026. aastal, mehitades lisaks ühele sõjalise vaatleja ametikohale ka Kairo lävikontori ülema ametikoha.
