Summary
President märgib seletuskirjas, et praegune riigikontrolör Janar Holm asus ametisse ametivande andmisega Riigikogu ees 9. aprillil 2018. Seega lõpevad tema volitused tähtajaliselt 8. aprillil 2023. Lähtudes Eesti Vabariigi põhiseaduse § 78 punktist 11, teen ettepaneku nimetada järgmiseks viieks aastaks (2023–2028) riigikontrolöriks Janar Holmi. Praegugi riigikontrolörina töötaval Janar Holmil on juhtimiskogemust ligi 25 aastat. Riigikontrolöri ametis oldud aeg, vahetu ja pidev suhtlus Riigikogu, selle komisjonide ja Vabariigi Valitsusega on andnud talle väga hea arusaamise riigi toimimisest ning probleemidest. Riigikontrolli juhina on Janar Holm pidanud oluliseks otsesuhtlust erineva tasandi otsustajate ja avalikkusega, et selgitada riigi kõrgeima auditiasutuse seisukohti, ning rõhutanud vajadust probleemide teket ennetada ja riske võimalikult efektiivselt maandada.
