Seletuskirjas märgitakse, et arvesse võttes 2026. aasta jaanuari elektrienergia hüppelist hinnatõusu, mis tulenes muuhulgas oluliselt suurenenud tarbimisest, elektrituru korraldamatusest ja regulatiivsest mõjudest, tehakse eelnõuga valitsusele ettepanek kehtestada tarbijatele teatud hinnataseme ületanud elektrienergia tarbimise eest tähtajaline tagasimakse elektrienergia müüjate kaudu.
