Eelnõuga tehakse valitsusele ettepanek võtta kiiresti vastu konkreetsed otsused ja rakendada vajalikud tegevused uute elektritootmisvõimsuste rajamiseks Eestis. Eelnõu keskne eesmärk on tugevdada energiajulgeolekut, parandada varustuskindlust, vähendada sõltuvust elektri impordist ning aidata kaasa elektrihinna stabiilsusele ja langetamisele.
