Après l’alinéa 1, insérer l’alinéa suivant : « Les conseils municipaux concernés peuvent exprimer leur opposition dans les conditions prévues au précédent alinéa après la réalisation d’un bilan de patrimoine exposant l’état des réseaux d’eau et d’assainissement de la commune et les investissements éventuellement nécessaires pour satisfaire aux obligations légales et règlementaires applicables à l’eau potable et à l’assainissement. Ce bilan de patrimoine fait, au sein du conseil municipal, l’objet d’un débat précédant la délibération prévue au précédent alinéa. »
