Le troisième alinéa de l’article 3 de la Constitution est complété par trois phrases ainsi rédigées : « Tout bulletin qui n’indique pas clairement une intention de vote est déclaré blanc. Le vote blanc est reconnu à part entière. L’élection est annulée lorsque les votes blancs représentent plus de la moitié du nombre des votants ».
