Après l’alinéa 4, insérer l’alinéa suivant : « 4° Par dérogation à l’article L. 72 du code électoral, le mandataire doit être inscrit dans la même commune que le mandant, sauf lorsqu’il dispose de la procuration de son conjoint, de son partenaire lié par un pacte civil de solidarité, de son concubin, d’un ascendant, d’un descendant, d’un frère ou d’une sœur. Pour l’application du présent alinéa, la procuration est enregistrée au moins trois jours avant le scrutin. »
