L’article L. 314‑4 du code de l’action sociale et des familles est complété par une phrase ainsi rédigée : « Cet objectif tient compte de coefficients géographiques s’appliquant aux tarifs des établissements et services implantés dans des territoires dont les caractéristiques géographiques grèvent de manière manifeste, permanente et substantielle le prix de revient de certaines prestations dans la zone considérée. Ces territoires et les coefficients géographiques y afférents sont fixés par arrêté ministériel. »
