Après l’alinéa 3, insérer l’alinéa suivant : « I bis . – Le début du premier alinéa de l’article 4 bis de l ’ordonnance n°58‑1100 du 17 novembre 1958 relative au fonctionnement des assemblées parlementaires est ainsi rédigé : « À son initiative ou sur celle d’un président de groupe parlementaire, le président d’une assemblée parlementaire saisit le Conseil d’État ... ( le reste sans changement ). »
