Mr. Emmanuel Duplessy draws the attention of the Minister of Culture to the adaptation of French monumental heritage to the consequences of climate change. The work of the IPCC converges to announce an increase in the frequency, intensity and duration of heat waves, drought episodes as well as extreme weather phenomena. These developments now constitute a direct threat to the conservation of the built heritage. The Loire castles, emblematic of national heritage, offer a particularly worrying illustration of this. While the Government regularly presents the economic situation of artisanal baking as generally favorable, establishment closures are increasing in many territories. Nearly 62% of French municipalities today do not have a bakery and two out of three municipalities no longer have any local shops. In many areas, residents have to travel more than seven kilometers to access a bakery, revealing a loss of access to an essential daily service and a weakening of social ties. These situations, far from being isolated, result in a progressive disorganization of the local commercial network on a national scale. This situation results from the lasting combination of rising costs of energy, raw materials, payroll costs and recruitment difficulties, to which is added a drop in profitability which is now weakening even viable companies. Thus, despite the existence of public support systems, the crisis experienced by the artisanal bakery can no longer be seen as cyclical, but rather as structural. Alors que de nombreux départements connaissent cet été des épisodes de sécheresse, de fortes chaleurs et de restrictions d'usage de l'eau, de nombreuses exploitations agricoles sont confrontées à des pertes de rendement, à une dégradation de la qualité des productions et à des difficultés croissantes de trésorerie. Ces évènements s'inscrivent dans une succession d'aléas climatiques qui fragilisent durablement l'agriculture française. Entrée en vigueur en 2023, la réforme de l'assurance récolte avait précisément pour ambition de mieux protéger les exploitants face à ces risques, de sécuriser leur revenu et de garantir une indemnisation plus lisible et plus efficace. Trois ans après sa mise en œuvre, il apparaît indispensable d'en dresser un premier bilan objectif. De nombreux représentants du monde agricole continuent en effet de s'interroger sur le niveau réel de couverture offert par le dispositif, sur le reste à charge supporté par les exploitants ainsi que sur les délais d'indemnisation effectivement constatés. Il lui demande, d'une part, si le Gouvernement entend publier un bilan détaillé de la réforme, précisant notamment, par département et par filière, le taux de couverture des exploitations, le niveau moyen du reste à charge et les délais moyens d'indemnisation observés depuis son entrée en vigueur. La liberté de création et la libre diffusion des uvres sont des principes fondamentaux garantis par la loi du 7 juillet 2016 relating to la liberté de la création, à l'architecture et au patrimoine. Toute campagne de dénigrement, de pression ou de harcèlement tendant à restreindre la liberté de programmation ou de diffusion des ouvrages librement choisis par les librairies doit être examinée dans ce cadre. Le ministère de la culture condamne donc sans réserve les violences répétées visant les librairies depuis plusieurs mois. Particulièrement attentif à toute atteinte à ces principes, le ministère de la culture a publié, en juillet 2025, un guide juridique présentant les mesures préventives et juridictionnelles à mettre en uvre pour se prémunir contre les différentes formes d'entraves et de menaces qui pèsent sur les artistes, les auteurs et les acteurs culturels. Une haute fonctionnaire pour la liberté de création, ainsi que des référents chargés de cette question dans chacune des directions régionales des affaires culturelles, ont également été désignés afin d'accompagner the whole ofs acteurs. Outre la lutte contre ces agissements, le ministère de la culture a fait du maintien d'un réseau de librairies dense et diversifié une priorité politique, compte tenu de leur rôle en faveur de la diffusion du livre et de la création éditoriale, mais aussi en matière d'aménagement culturel et de développement économique des territoires. Ce réseau représente plus de 3 200 librairies et près de 14 000 emplois. L'État agit d'abord en faveur des librairies par la régulation, qui a pour socle la loi n° 81-766 du 10 août 1981 relative au prix du livre. À travers le mécanisme du prix unique fixé par la maison d'édition, la loi poursuit trois objectifs: l'égalité des citoyens devant le livre, vendu au même prix sur the whole of territoire national; le maintien d'un réseau décentralisé et dense de distribution; le soutien au pluralisme de la création et de l'édition. Cette régulation s'est adaptée aux évolutions du secteur. La loi n° 2011-590 du 26 mai 2011 a transposé sa logique au livre numérique. La loi n° 2021-1901 du 30 décembre 2021 a instauré un tarif minimum de frais de port, afin de restaurer une concurrence par la qualité de service vis-à-vis de la vente en ligne; le rapport d'évaluation de cette loi a conclu à ses effets bénéfiques pour le secteur. Si la régulation vise à assurer une concurrence équitable entre les détaillants, le coût induit par la qualité de service offerte par les librairies justifie également un soutien public direct. Le ministère de la culture accompagne ainsi les librairies dans leurs projets, à travers ses services déconcentrés (directions régionales des affaires culturelles, directions des affaires culturelles et missions aux affaires culturelles) et son opérateur, le centre national du livre (CNL). Les librairies ont bénéficié de 6,2 millions d'euros d'aides directes du ministère de la culture en 2025. Le ministère verse en outre une subvention annuelle à la centrale de l'édition, afin que les librairies et points de vente de livres établis dans les départements et régions d'outre-mer bénéficient d'une prise en charge partielle des coûts de transport des livres. Le ministère a également confié des fonds à l'Institut pour le financement du cinéma et des industries culturelles (IFCIC), afin de faciliter l'accès des librairies au crédit bancaire. Il encourage par ailleurs la transmission et la formation des libraires, en collaboration avec l'association pour le développement de la librairie de création (ADELC) et l'école de la librairie. L'action de l'État en soutien aux librairies s'articule avec celle des collectivités territoriales. Ainsi, afin de distinguer, de valoriser et de soutenir le travail qualitatif mené par les librairies indépendantes, le ministère de la culture a créé, en 2009, le label « librairie indépendante de référence » (LIR). L'obtention de ce label permet aux librairies concernées de demander l'aide du CNL pour la mise en valeur des fonds et de la création éditoriale, et de bénéficier de l'exonération facultative de contribution économique territoriale prévue à article 1464 I du code général des impôts, sous réserve d'une décision des collectivités concernées. De même, depuis 2012, des contrats de filière réunissant les régions et le ministère de la culture, à travers ses services déconcentrés et le CNL, garantissent la cohérence des aides apportées par l'État et les collectivités territoriales au secteur du livre. Ces contrats portent une attention particulière à l'équilibre du maillage territorial, en tenant compte notamment des spécificités des zones rurales et des quartiers prioritaires de la politique de la ville dans l'attribution des aides. Les collectivités sont également associées au développement du programme interministériel « Jeunes en librairie », qui permet aux élèves du secondaire de découvrir concrètement les librairies et leurs enjeux, favorise l'établissement d'un lien durable avec les jeunes et renforce le rôle des librairies comme médiateurs culturels. Enfin, la loi n° 2021-1901 du 30 décembre 2021 a introduit la possibilité pour le bloc communal de soutenir les librairies de son territoire au moyen de subventions directes destinées à des projets d'investissement ou de fonctionnement. Le secteur traverse toutefois une période difficile, dans un contexte d'augmentation des coûts et de diminution des ventes de livres, qui appelle une réflexion partagée entre les pouvoirs publics et l'interprofession sur son modèle économique. C'est dans ce contexte qu'une mission consacrée à la situation des librairies a récemment été confiée à l'Inspection générale des affaires culturelles. Since the widening of the A10 to 2 x 4 lanes and the construction of a flyover at the A10/A71 interchange, the situation of local residents has deteriorated significantly: intensification of noise due to the resonance of metal structures, replacement of absorbing walls with reflective walls, lack of effective sound protection in certain sectors, notably north of Ingré and around the bridge on the RD2157. Furthermore, during the consultation and information phases of the project, visuals and communication elements presented by the Vinci company may have led certain local residents to consider that sound protection would be implemented in the sectors affected by noise pollution. However, the official documents relating to the project did not explicitly include these measures. This difference in interpretation today contributes to the incomprehension expressed by some local residents regarding the developments carried out and the commitments associated with the project. Acoustic measurements carried out by the company Vinci dealership in March 2024 concludes regulatory compliance, but they were carried out over a single week with low traffic and do not reflect daily reality. However, according to the recommendations of the World Health Organization, the noise levels endured by residents are largely excessive and have proven impacts on their health (sleep disorders, stress, anxiety). The summer of 2025 illustrated this dramatic situation: residents were unable to ventilate their homes during heatwaves as the noise was unbearable. Residents also denounce a loss of real estate value and a general deterioration of their living environment, while the profitability of motorways would make it possible to invest in suitable sound protection. He therefore wishes to know what measures the Government intends to take to require motorway concessionaire the implementation of truly effective acoustic and environmental protection, consistent with the initial commitments presented during the public consultation and consistent with WHO recommendations; guarantee the completion of new independent acoustic studies, carried out over a period representative of real traffic; and ensure that public health and the quality of life of residents be taken into account in the development and operation of motorway infrastructure.

Emmanuel Duplessy attire l'attention de Mme la ministre de l'agriculture, de l'agro-alimentaire et de la souveraineté alimentaire sur la crise que traverse actuellement la filière laitière française et européenne. Depuis le début de l'année 2026, les producteurs et productrices laitiers subissent une forte baisse du prix du lait, estimée à près de 100 euros pour 1 000 litres sur un an, alors même que les coûts de production continuent d'augmenter, notamment sous l'effet de la hausse des prix de l'énergie et du gazole non routier. Cette situation s'explique notamment par une surproduction à l'échelle mondiale et européenne. Malgré la diminution du cheptel laitier dans plusieurs États membres, la production européenne continue d'augmenter sous l'effet de l'intensification des élevages et de la hausse de la productivité par vache, avec une collecte en hausse de près de 5 % en 2025 par rapport à 2024. À l'échelle mondiale, les cinq principales zones exportatrices ont collecté près de 6,5 milliards de litres supplémentaires début 2026 par rapport à l'année précédente. Face à cette situation, les coopératives et industriels ont appliqué d'importantes baisses du prix du lait payé aux producteurs français. Dans plusieurs pays européens, les prix chutent encore davantage, atteignant parfois des niveaux extrêmement bas. Lors du Conseil Agriculture de l'Union européenne du 30 mars 2026, plusieurs États membres ont demandé l'activation de mesures d'urgence, notamment une réduction volontaire de la production financée par la réserve de crise européenne ainsi qu'une revalorisation du prix d'intervention. Pourtant, malgré les alertes formulées en amont de ce Conseil, la France n'a pas soutenu publiquement ces demandes de régulation. Or la régulation des volumes demeure indissociable de la protection des prix et donc du revenu paysan. De nombreux acteurs du secteur estiment par ailleurs qu'une réduction uniquement volontaire de la production pourrait s'avérer insuffisante pour enrayer durablement la chute des prix. Dans ce contexte, il lui demande quelles mesures le Gouvernement entend mettre en œuvre afin de protéger les producteurs et productrices laitiers face à l'effondrement des prix du lait, et quelle position la France entend défendre lors du prochain Conseil Agriculture de l'Union européenne prévu le 26 mai 2026 concernant la mise en place de mécanismes européens de régulation de la production et de soutien aux revenus des éleveurs.

Mr. Emmanuel Duplessy draws the attention of the Minister of Action and Public Accounts to the consequences of the application of the annual working time set at 1,607 hours in the territorial civil service, in particular concerning the taking into account of public holidays in annualized work cycles. Since decrees n° 2000-815 of August 25, 2000 and n° 2001-623 of July 12, 2001, the annual duration of effective work in the function public is set at a maximum of 1,607 hours. This calculation is based in particular on the flat-rate deduction of 8 public holidays falling on average on working days. However, in practice, many local authorities continue to apply legal references prior to the 35 hours, in particular written question no. 69071 of May 27, 1985, the circular of March 22, 1995 as well as the decisions of the Council of State of January 21, 1991 and 16 October 1998, to consider that a public holiday falling on a day not usually worked does not give rise to any recovery. However, these references were developed before the establishment of the annual ceiling of 1,607 hours and before the flat-rate integration of public holidays in the annual calculation of working time. This situation now leads certain agents to work an effective annual duration of more than 1,607 hours. For example, when an agent works four days and a public holiday coincides with his weekly rest day, he loses the benefit of the public holiday without compensation, unlike an agent placed in a different cycle. In 2026, May 1 falling on a Friday, an agent whose weekly rest is set for that day could thus work up to 1,614 hours per year. This therefore raises a difficulty today with regard to the principle of equality between public officials as well as compliance with the regulatory ceiling of 1,607 hours. He therefore asks him if he considers that the legal references prior to the 35 hours remain fully applicable in the current framework of the annualization of working time, but also how he assesses the situation of agents forced to actually exceed 1,607 hours due to the loss of public holidays. Mr. Emmanuel Duplessy draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the consequences of the dereimbursement of prescriptions drawn up by non-contracted doctors practicing in sector 3, provided for by article 76 of the social security financing law for 2026. As of January 1, 2027, this provision provides that medicines, examinations, medical devices and services prescribed by a non-approved doctor can no longer be covered by health insurance, regardless of the nature of the prescribed procedure or its medical usefulness. This measure introduces a difference in treatment between patients suffering from the same pathology and benefiting from an identical prescription, for the sole reason that their prescribing doctor or not is covered by an agreement with the CNAM. However, all doctors registered with the Order remain subject to the same ethical obligations, the same quality of care requirements as well as the freedom of prescription guaranteed by the social security code and the public health code. In many territories, including in areas considered to be adequately equipped, difficulties in accessing care also lead many patients to turn to non-approved practitioners due to fault. Appointments available in sector 1 or 2 within reasonable timeframes. This situation is even more marked in under-resourced areas, where many sector 3 doctors provide local care activities. The dereimbursement of prescriptions therefore risks leading to forgoing care, an aggravation of territorial and social inequalities in access to health as well as an additional shift towards emergency services already saturated. Home help services remain mainly financed on the basis of administered hourly rates, often considered insufficient in view of the evolution of costs, particularly salaries and logistics. Conversely, home care systems fall under distinct financing arrangements, which can create differences in care between structures working with similar populations. These differences in pricing call into question the overall clarity of the sector's economic model and may, in certain cases, making the management of support pathways more complex, even as the needs of elderly people tend to increase in intensity and complexity. More broadly, these developments take place in a context of strong budgetary tension, recruitment difficulties and the weakening of numerous associative structures, particularly in rural and peri-urban areas. This situation calls for a particular attention to guarantee the continuity and accessibility of home help and care services. Under these conditions, he asks how the Government intends to ensure sustainable and coherent financing of home services as part of the reform undertaken; what measures are being considered to reduce pricing differences between systems serving populations with similar needs; and how he plans to support structures in the organizational adaptations induced by this reform, in order to secure the continuity of the offer throughout the territory.

Les centres sociaux jouent un rôle crucial pour la cohésion sociale dans les territoires, qu'ils soient ruraux ou urbains. Un fonds d'urgence de 11,5 millions d'euros a été mis en place pour soutenir les centres sociaux face aux difficultés rencontrées. Fin 2024, 252 structures en ont été bénéficiaires, dans 66 départements. Le montant d'aide moyen est de 28 700 € par structure, 62 % de l'enveloppe, soit 7,25 M€, ont été mobilisés. Dans une perspective plus large, la convention d'objectifs et de gestion 2023-2027 de la branche famille de la sécurité sociale vise à renforcer le réseau des centres sociaux à travers la création de 611 nouvelles structures, dont 150 centres sociaux. Cet effort est particulièrement ciblé sur les quartiers prioritaires et les zones de revitalisation rurale afin de garantir un maillage territorial plus cohérent et une meilleure couverture des zones sous-dotées. La simplification administrative et l'amélioration de la coopération entre les acteurs du social, qui incluent la caisse d'allocations familiales, les mairies, les départements, les régions et l'État sont également des priorités. La dématérialisation des demandes d'aides sociales sur plusieurs plateformes a montré ses limites en termes de coordination, et une réflexion a été engagée pour identifier des modalités permettant de renforcer l'articulation entre ces services et faciliter l'accès aux aides pour les centres sociaux comme pour les bénéficiaires. Le Gouvernement est conscient des difficultés des centres sociaux. La situation est suivie de près avec des enquêtes régulières menées par la Caisse nationale des allocations familiales (CNAF) et un dialogue constant avec les partenaires locaux et associatifs. Des travaux menés par la CNAF sont en cours pour faire évoluer le modèle de financement des centres sociaux.
