Summary
Ms. Marine Le Pen draws the attention of the Minister of Territorial Cohesion to the reduction in human and financial resources allocated to the Center for Studies and Expertise on Risks, Environment, Mobility and Development (CEREMA). Created in 2014, this public administrative establishment has merged 11 scientific and technical services from the equipment technical study centers (CETE), the Service of studies on transport, roads and their developments (SETRA), the Center for technical, maritime and river studies (CETMEF) and the Center for studies on networks, transport, town planning and public constructions (CERTU). Originally provided by the State with a subsidy for public service costs of 224.7 million euros, CEREMA has seen this increase to 206.04 million euros today. At the same time, its workforce were reduced from 3,300 to 2,800 agents, an ongoing reorganization planning to lower this number to 2,600 agents in 2020. Initially designed as a tool serving the territories, the establishment is today struggling to invest and therefore optimally fulfill its role - difficulties noted in opinion no. 113 (2017-2018) established by Mr. Guillaume Chevrollier on behalf of the Committee on Territorial Planning and Sustainable Development of the Senate. There recent creation of the National Agency for Territorial Cohesion, of which territorial engineering constitutes one of the missions, further fuels doubts about the sustainability of CEREMA's activity. She therefore questions him about the motivations for the budgetary restrictions imposed on the establishment and about its prospects for development.
