Summary

Mr. Fabien Matras draws the attention of the Minister of Solidarity and Health to the need to reimburse medications prescribed for Alzheimer's disease when these, established by a medical test, improve the symptoms experienced. This neurodegenerative disease, which insidiously and progressively affects memory, perception and even learning, affects 7.7 million new cases each year worldwide. There Alzheimer's disease is thus involved in 60 to 70% of cases, representing 900,000 people in France. Taking into account the opinions of the Transparency Commission of the High Authority for Health (HAS) of July 6, October 19, 2016 and May 25, 2018, the ministerial decree of May 29, 2018 removing pharmaceutical specialties from the list mentioned in the 1st paragraph of Article L. 162-17 of the Social Security Code provides for the dereimbursement of numerous treatments, particularly those for Alzheimer's symptoms deemed insufficiently effective and potentially risky. However, until now covered at 15% by social security, its effectiveness remains proven for a large number of patients, doctors and specialists. The LECMA-Vaincre Alzheimer association, associated with neurologist-researchers, believes that if treatments “ anti-Alzheimer's drugs" are not effective in curing the disease, they are effective on the patients' symptoms. Since the disease cannot be eradicated, symptoms persist and this is why some people consider these medications to be of little use. However, by improving communications between neurons, they have an obvious effect on symptoms, even if their effectiveness varies. according to the patients. Indeed, Alzheimer's is a pathology which, for the moment, remains incurable but research tends to prove that there are several ways to attenuate or prevent the effects of this disease, through regular work and continuous treatment. Thus, the Foundation for Medical Research estimates that the cost of caring for patients by families is particularly high in the long term, i.e. 1,000 euros. per month. With the de-reimbursement, those who do not have the financial means to assume such a cost will be obliged to refrain from taking this treatment which could possibly slow down the progression of cognitive disorders, thereby risking creating unequal access to care. It would therefore be appropriate, when renewing the medical prescription, for a mini mental state (MMS), which consists of testing the faculties cognitive and memorization skills of a person through a questionnaire of thirty questions, either practiced in order to note progression or regression. In the event that the results are encouraging and constantly progressing, medications acting on the consequences of the disease and thus allowing the improvement of the patient's cognitive functions should be reimbursed by social security, upon medical proof. support. Given the high financial costs remaining borne by patients and the proven usefulness of the treatments, he therefore asks that anti-Alzheimer treatment, adapted and personalized, be reimbursed when they prove effective.
