Ms. Florence Herouin-Léautey draws the attention of the Minister of Ecological Transition, Biodiversity and International Negotiations on Climate and Nature to the difficulties in financing approved air quality monitoring associations (AASQA) by communities. United within the ATMO France federation, they monitor air quality throughout each region and are, as such, essential, faced with territories increasingly exposed to air pollution. The AASQAs are financed by subsidies from the State and local authorities, as well as by private financing from companies which emit polluting substances into the atmosphere, in accordance with the provisions of article L. 221-1 of the environmental code. However, these associations face difficulties in funding for several years, due to a disengagement of local authorities which jeopardizes the sustainability of AASQA. Respiratory diseases now represent the third cause of death in France and their constant increase requires the full involvement of local authorities to put an end to this health tragedy.
