Summary
Ms. Émilie Guerel draws the attention of the Minister of the Economy and Finance to the supervision of banking incident fees. Faced with the failure of the mechanisms currently in place, new proposals were presented by the Governor of the Bank of France as well as by the CCSF. However, while almost one in four French consumers exceed their overdraft authorization every month, and the fees incidents thus invoiced generate 6.5 billion euros in turnover for the banks, the proposed axes seem insufficient. Indeed, the advanced solutions, which are digitalization, better information, monitoring of incident fee rates and reimbursement of undue direct debit rejection fees, are laudable but could be more ambitious. For example, some more outspoken actions could see the day, including: the overall capping of all banking incident fees, putting an end to serious situations of cascades of invoicing weighing on both consumers and banking advisors; a reinforced prevention system including more bank advisors who could be specifically trained to offer overall budgetary support to the client upstream; one more observation effective and better monitoring of banking incident costs, thanks to strengthening the banking exclusion risk measurement tools of the Banking Inclusion Observatory (OIB). These more direct avenues could contribute to rebalancing the French banking model, which proves unfair for the majority of citizens. Also, while the PACTE law should be examined in the coming weeks, she wishes to know if the Government intends to undertake ambitious actions aimed at regulating banking incident fees in a more efficient and fairer manner, with the aim of better protecting people in financially vulnerable situations and defending the purchasing power of all French consumers.
