Summary
Mr. Vincent Rolland draws the attention of the Minister of Action and Public Accounts to the situation in which certain communities find themselves due to the equalization and levy processes operated by the State. The Equalization Fund for intercommunal and municipal revenues (FPIC) is applied to communities as a horizontal equalization mechanism for the municipal group. It concerns communities which present a financial potential (PFIA) greater than 0.9 times the aggregate financial potential per average inhabitant observed at the national level. The expansion of intermunicipal perimeters resulting from departmental intermunicipal cooperation plans has mechanically led to a drop in the number of contributors and seen an increase in the volume of beneficiary territories, which has not, however, slowed down the growth of the overall envelope. Thus, the contributors are more heavily solicited. In 2016, an overall analysis showed that the contribution amounts on average to 21.94 euros per inhabitant and that it represents less than 5% of real operating revenue. However, some areas are hit harder than others. This is the case for the communities of Tarentaise, for example, which are subject to contributions exceeding 400 euros per inhabitant, thus depriving EPCIs of several million euros and which can represent up to a quarter of their budget and almost half of the tax income from households. And the effort doesn't stop there; we must also add the impact of participation in the recovery of public accounts. This contribution is organized by a levy on the DGF, which is not sufficient, in many cases, to cover the amounts due. Thus, communities notice Negative DGF which ultimately results in a direct participation of communities towards the State via levies on the tax product again. The combination of these measures makes the whole thing unsustainable and confiscatory for communities, households and economic actors. Local investment is directly affected, as is public procurement as a whole, with obvious impacts on employment. local. Some communities have already been forced to significantly increase their taxes to respond to the attacks they are experiencing on their finances. Also, in a context where many fears are emerging about the future, he wishes to know the provisions that the Government intends to implement to take into account local situations where the measures have become excessive and no longer allow communities to exercise their skills, harm their attractiveness and the local economy as a whole.
