However, in article 65 of the equality and citizenship law which was promulgated in 2017, a new provision was introduced in article L. 325-2 of the tourism code following which it is stated that private law organizations must be approved under the mission of interest general accomplished by a youth hostel. It is then imposed on the regulatory power, under Article L. 412-3 of the same code, to issue an implementing decree in the Council of State in order to determine the conditions and modalities for granting approval. However, to date, such a decree has not yet been issued even though youth hostel representatives are calling for Government action on this subject. En effet ces classements, basés sur un unique label, défavorisent les territoires qui hébergent par exemple une forte production sous appellation, alors même qu'en règle générale les cahiers des charges de ces appellations ont des exigences supérieures à celles demandées pour l'obtention du label d'agriculture biologique. Par conséquent les données reprises dans la presse peuvent tromper le consommateur en altérant l'image des producteurs d'un département, même si ceux-ci ont des pratiques au moins aussi respectueuses de l'environnement et de la santé que leurs homologues des territoires voisins. Il souhaiterait savoir ce que compte faire le Gouvernement pour remédier à cette situation et mieux communiquer sur la qualité de toutes les productions.

The price of electricity is a determining factor of competitiveness for hyper-electro-intensive companies. The expansion of intermunicipal perimeters resulting from departmental intermunicipal cooperation plans has mechanically led to a drop in the number of contributors and seen an increase in the volume of beneficiary territories, which has not, however, slowed down the growth of the overall envelope. Thus, the contributors are more heavily solicited. In 2016, an overall analysis showed that the contribution amounts on average to 21.94 euros per inhabitant and that it represents less than 5% of real operating revenue. However, some areas are hit harder than others. This is the case for the communities of Tarentaise, for example, which are subject to contributions exceeding 400 euros per inhabitant, thus depriving EPCIs of several million euros and which can represent up to a quarter of their budget and almost half of the tax income from households. And the effort doesn't stop there; we must also add the impact of participation in the recovery of public accounts. This contribution is organized by a levy on the DGF, which is not sufficient, in many cases, to cover the amounts due.
