Summary

Mr. Stéphane Peu questions the Minister of Labor on the announcement of the cessation of financing of part of the subsidized contracts in 2017. These contracts promote the (re)integration into active life of people furthest from employment, namely young people under 26, people with disabilities and those over 50. In Seine-Saint-Denis, 30,000 jobs today rely on this integration system. However, then that there were 459,000 subsidized contracts in 2016, the Government announced that it wanted to drastically reduce this number to 310,000 by the end of 2017. The lack of information on the modalities of this brutal elimination is causing concern. In Saint-Denis, where 2,800 people work on subsidized contracts, six planned recruitments in leisure reception have been suspended by municipal services. Many associations, including the economic model is based on these subsidized jobs, informed him of the loss in their workforce that this elimination could cause, while they will already suffer from the cancellation of credits from the city policy decided this summer 2017. Very worried about their survival, they do not understand this decision of the Government even though the associative fabric creates essential social bonds in working-class and allows people furthest from the labor market to take up employment. He therefore wishes to know the exact impact that this announced elimination will have on the employment situation in the Seine-Saint-Denis department. He also wishes to know the measures that the Government intends to take in parallel with the abolition of this system in order to guarantee the quality of public service and access to employment in this very marked by unemployment, particularly among the youngest.
