Summary
Ms. Annie Chapelier draws the attention of the Minister of State, Minister for Ecological and Inclusive Transition, to the issue of waste collection: tires, plastic sheeting and more particularly asbestos waste. Asbestos was used extensively in construction and industry due to its properties: resistance to fire and chemical attack as well as its low cost until it was banned on January 1, 1997. France. Its dangerousness led to its ban but the asbestos in place remains and represents 20 million tonnes of asbestos cement. Asbestos was used for thermal insulation, the manufacture of electrical cables, pipes, car brake pads, joints or false ceilings. In addition, asbestos fibers are also incorporated into bitumens, mixed with resins and cements, widely used to make sheds, agricultural buildings, lean-tos and various shelters. This asbestos in place, which degrades as it ages, represents a danger beyond measure. The management of waste containing asbestos is therefore an important issue to which we must provide an environmental, economic and ecological solution. Also, asbestos waste requires specific destruction given the risk of pollution that it represent. Many associations or individuals who are concerned about protecting the environment do not have recycling centers at their disposal in their communities that accept asbestos. They must call on a specialized company to evacuate the asbestos waste to be replaced but also the debris found in the ground. This operation represents a significant cost for associations and individuals. In practice, individuals who do not have the financial resources to call on these companies take responsibility for replacing asbestos waste themselves and taking it to a recycling center specializing in the recovery of this waste, on the condition that there is such a structure in the area. As a result of the scarcity of these recycling centers, municipalities are faced with illegal dumping in isolated areas. : mountains, rivers, roadsides. This observation also concerns the treatment of tires and plastic sheeting used for growing vegetables and fruits as part of their management and treatment in recycling centers. Many municipalities are thus faced with illegal dumping, following the failure to take care of this waste by existing recycling centers. Today, it seems essential to improve accessibility and the number of sites accepting the different well-conditioned forms of waste containing asbestos with regard to the protection of biodiversity and the planet. This scourge must be the priority to guarantee the balance of nature and the protection of future generations. She asks him what the Government's intentions are in the treatment of waste from asbestos, tires, plastic sheeting and if it was not possible to provide a management plan for this waste for both businesses and individuals.
