Summary

Ms. Constance de Pélichy draws the attention of the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty to the serious consequences of the reform of the development tax for the architecture, town planning and environment councils (CAUE), as well as for local authorities. Since the transfer of the management of this tax to the tax services and the postponement of its due date after completion of the work, dysfunctions multiply: reduction of staff, failures of digital tools, difficulties in processing files, lack of information for project leaders. These problems were recognized by the ministry in its press release of January 29, 2025 and confirmed by the recent report by deputies Pires Beaune and Amiel on local taxes. The financial consequences are major: in many many departments, the amounts recovered are falling, sometimes by almost 50% as is the case in Loiret between January and October 2025. On a national scale, the declines observed threaten the sustainability of the CAUE network, which depends almost exclusively on this resource, as well as local planning and territorial engineering policies. The departments, as well as the municipalities for their public facilities, see also their reduced revenues. Several associations of elected officials – including the Association of Rural Mayors of France and the Association of Small Towns of France – are warning of the urgency of putting in place immediate corrective measures and transitional support, in order to avoid a disruption in service. The MP therefore asks the Minister what immediate measures he intends to take to restore normal collection of the tax. planning, both in terms of staff and IT tools; when will the tax services be able to provide a consolidated estimate of the amounts not recovered since the reform; finally, if the Government plans an exceptional transitional financial support system for CAUEs, departments and municipalities, in order to guarantee the continuity of public planning and engineering policies territorial.
