Summary

Mr. Pierrick Courbon draws the attention of the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty to the results of a consultation launched during the summer of 2025 aimed at collecting the opinion of the general public on the hypothesis of raising the threshold for attention to so-called “atypical” points. These are places where exposure levels to electromagnetic fields currently exceed 6 V/m and which would be now increased to 9 V/m. This way of doing things is, both in form and substance, intolerable. On the form, because the consultation which accompanied this proposal made appear very strong opposition from contributors, notably the Association of Mayors of France, who are mostly hostile to this unfair measure. In substance, because this alert threshold, one of the only measures making it possible to obtain a modification of radio installations, cannot be a budgetary adjustment variable but constitutes a tool serving the reduction of exposure of those living near relay antennas. By proposing to increase the attention threshold for atypical points from 6 to 9 V/m, the National Frequency Agency favors the economic interests of mobile telephone operators to the detriment of the populations who suffer the greatest exposures. He therefore asks how the Government intends to take into account the anger of the associations which go so far as to question their participation in the AFNR dialogue committee, a rare place where controversies can be expressed and where solutions can be co-constructed, and wishes to know its position on the hypothesis of raising the threshold of attention to “atypical” points.
