Summary

Ms. Anne-Cécile Violland draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the ban on the sale of alcohol to minors in small, medium and large stores, as well as in all points of sale for consumption on site, and more particularly to the non-compliance with this principle by these establishments. Indeed, a report published by the Addictions France association on July 3 2025 shows that the ban on the sale of alcohol to minors is very poorly respected by traders. In 3 metropolitan areas (Rennes, Nantes and Angers) where test purchases were carried out for this report, nearly 9 out of 10 establishments (86%) sold alcohol to a minor; only 9% of establishments refused the sale of alcohol after asking for identification. Among these refusals, 8 establishments requested an identity document and 4 just asked the minor's age without checking the ID. Legal sanctions are not strong enough and do not prevent establishments from continuing to sell to minors: 75% of establishments affected by legal proceedings sold alcohol to minors in 2025. These figures are all the more alarming when we know that the proportion of young people who have already drunk alcohol is still at a very high level. high, with alcohol remaining, by far, the psychoactive substance most consumed by young people. 80.6% of 17-year-old adolescents have already drank alcohol and 36.6% have experienced at least one occasional heavy drinking event over the last month. A coordinated operation between Angers town hall, Addictions France, state services and the justice system made it possible, from October 2024, to identify and sanction several establishments and led to administrative closures. To obtain this result, significant coordination work had to be carried out by the association to convince people of the importance of this mobilization, which represents a cumbersome process that is difficult to apply in all territories. She would like to know what measures the Government intends to take to systematize and perpetuate these territorial cooperation mechanisms, remove the obstacles identified organizational structures and guarantee homogeneous and rigorous application of the law throughout the territory.
