   La France a soutenu la résolution A/RES/77/276, adoptée par l'Assemblée générale des Nations unies le 29 mars 2023, qui prie la Cour internationale de Justice (CIJ) de donner un avis consultatif sur « les obligations des États en matière de climate change ». La France soutient, en effet, cette initiative, qui pourra contribuer à clarifier les obligations de droit international incombant aux Etats dans le contexte de la lutte contre les changements climatiques. Les questions posées à la CIJ concernent les obligations incombant aux Etats en ce qui concerne la protection du système climatique et d'autres composantes de l'environnement contre les émissions anthropiques de gaz à effet de serre, d'une part, et les conséquences juridiques pour les Etats qui auraient causé des dommages significatifs au système climatique et à d'autres composantes de l'environnement, d'autre part. Comme l'y autorise le statut de la CIJ, la France a l'intention de déposer un exposé écrit dans le cadre de cette procédure.
