The Government is fully aware of the difficulties currently facing the extended producer responsibility (EPR) sector of clothing textiles, household linen and shoes (TLC). This situation results from a very significant increase in the volumes of used textiles, largely fueled by the development of ultra fast fashion, and the gradual reduction in export outlets, which weaken sustainably the economic model of collection, sorting and recovery operators. Faced with this exceptional situation, the Government asked the eco-organization Refashion to strengthen, from 2025 and then in 2026, its support for collection and sorting operators in order to prevent business failures and preserve the industrial capacities essential to the functioning of the sector. This support has more than doubled in two years to reach 268 euros per tonne sorted in 2026. At the same time, the Government has initiated, in consultation with all stakeholders, a structural reform of the REP TLC sector. This reform aims to better prevent the production of textile waste by making marketers more responsible and to strengthen national reuse, sorting and recycling capacities in order to develop a more resilient sector. and less dependent on external outlets.
