Summary

Mme Émilie Guerel attire l'attention de M. le ministre d'État, ministre de la transition écologique et solidaire, sur l'annulation par le Conseil d'État de l'arrêté du 3 mai 2017 qui mettait fin, à terme, à la captivité des cétacés. Cet arrêté a été annulé pour vice de forme et la régularité sur le fond n'a pu être examinée. En effet, les consultations obligatoires préalables n'avaient pas porté sur la reproduction des dauphins mais uniquement sur celles des orques. Le ministre Nicolas Hulot s'était engagé à élaborer un nouvel arrêté avec, sur le fond, la même ambition que celle qui avait conduit à la publication de l'arrêté du 3 mai 2017. Aussi, elle lui demande s'il a l'intention d'initier prochainement un arrêté identique.
