Summary
Mr. Marc de Fleurian alerts the Minister of Labor and Solidarity on the impact of the new CSG rates on supplementary pensions paid from January 2026. Unlike previous years, the new CSG rates were updated in advance, taking into account, from January 2026, the reference tax income, the number of tax shares and the place of residence. Furthermore, as of January 1, 2026, the resource thresholds corresponding to each of the existing CSG rates (exemption, rate reduced to 3.8%, median rate to 6.6% or normal rate to 8.3%) were increased by 1.8%. However, even with this increase, some retirees saw their net pension decrease. Indeed, due to the 5.3% increase in basic pensions in 2024, some households have moved into a higher tax bracket. This shift results mechanically by a higher CSG rate, which reduces the net amount paid. The immediate application of the new CSG scale, the main social security levy on pensions, may thus have the effect of reducing the amount of supplementary pensions for certain retirees. This net reduction in supplementary pension, which could not have been anticipated by the retirees concerned, risks weighing on their purchasing power. In order to to mitigate the impact of the increase in CSG rates on low-income pensioners, he would like to know whether a system to smooth the tax increase is being considered by the Government.
