Summary
Mr. Hadrien Clouet draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the lack of long-term funding for experiments in non-drug musical care (therefore distinct from music therapy), of which Toulouse is a pioneer. Since 2023, the Orchester national du Capitole de Toulouse has in fact entered into a partnership with various Occitan psychiatric health establishments - the day hospitals of the University Hospital and the Gérard Marchant center, the after-care center of the Route Nouvelle association, the Aufréry clinic as well as the Toulouse support center for psychosocial rehabilitation, at the crossroads of the caregiver communities of the Toulouse region and the west of Tarn. Entitled “Résonance(s)”, this immersive listening program allows patients hospitalized for a wide range of pathologies (disorders of the personality, schizophrenia, bipolarity, depression) to attend orchestra rehearsals. In groups of twenty or thirty, these patients have access to the backstage of classical music, with musicians in ordinary street clothes, then have time to talk with them after the rehearsal. The benefits of this psychosocial and non-drug approach are multiple. Included in the roadmaps of the Ministry of health in terms of psychosocial rehabilitation, it contributes to the care of patients, who find a new emotional language through music, socialize with other patients to break isolation, access a secure exit without social judgment and rehabilitate their own image. It helps caregivers, who shift the framework of interactions and study the medical benefits of music. The WHO Regional Office for Europe concluded in 2019, based on more than 3,000 global publications, the beneficial effects of art on both physical and mental health. Moreover, associations like Musique et santé already promote, conversely, live music inside healthcare establishments. Likewise, many neighboring countries are adopting this orientation. In the United Kingdom, where the music therapist represents a regulated profession in the National Health Service, the Music in Mind initiative brings creative music therapy to nursing homes and community structures. In Belgium, orchestras cooperated with public hospitals in the “Musicalopital” project, broadcasting live classical music concerts into rooms. As we can see, the intuition is shared: but few projects are as successful as Résonance(s). This is why it is developing throughout the country. After the Capitole orchestra, the philharmonies of Paris, Rouen and Limoges joined the dynamic at the start of 2026. At the start of the school year in September, the ensembles of Metz, Caen, Bordeaux and Radio France plan to join. Faced with this widely acclaimed success, the MP questions the Minister on the advisability of creating a national fund dedicated to immersive listening to patients within the framework of article 51 of the law of 2018 social security funding on innovative health experiments, in possible interministerial cooperation with the Ministry of Culture (as part of the Culture in Hospitals program, for example), as well as a national scientific evaluation by INSERM. This would finance such meetings with all voluntary orchestras, thus ensuring the health of patients and producing knowledge valuable in neuroscience. It would thus guarantee the sustainability of the project by allocating it a budget line for the years to come. This is even likely to reduce certain social security expenses with a view to prevention or reduction of medication intake. Such a project provides patients living with mental disorders with access to care in a recovery trajectory, by considering their choices for new complementary therapeutic tools, which are added to the care offer already present in health establishments. He asks her for her position on this subject.
