Summary
Mr. Christophe Naegelen questions the Minister of Action and Public Accounts on the inexorable increase in fuel taxes which today weighs heavily on households, businesses and associations. Indeed, since May 2017 and the election of the President of the Republic, huge increases in fuel prices have been noted by the French, both for diesel and gasoline: diesel has suffered an increase of 23 %, unleaded 95 by 14% and unleaded 98 by 13%. In addition, the Government's roadmap provides for further considerable increases in fuel taxes each year. With taxes representing 60% of the price of fuel in France, the State is directly responsible for this net loss of purchasing power for the French. The French need their car to do their shopping, get around, go to work, leave on vacation. France has 40 million motorists, many of whom have modest or even low incomes. For the moment, most of them have no choice: this increase in the price of fuel is seen as a real racket, in particular by active people who need it to work, and by retirees who see it as an additional drain. The associative world is also heavily affected by this price increase, as are the companies for whom this represents an additional burden. Also, all companies with salespeople, and more particularly the transport sector, are suffering this surge in prices silently. Furthermore, in addition to the loss of earnings, a drop in competitiveness compared to other European countries endangers businesses. It is entirely honorable to seek solutions against pollution, but increasing taxes is not one of them. The taxpayer is also entitled to wonder what they are financing. Rather than targeting drivers' wallets, it would be desirable to encourage biofuels, electric vehicles or teleworking. The recurring reflection on the internal tax on the consumption of energy products known as “floating” must also question the State's capacity to protect motorists in the face of international hazards and the solutions to diversify the collection sectors in complete coherence with the energy and food transition desirable within the framework of a sustainable society model. He wishes to know the Government's position and the various levers envisaged to reduce the tax pressure which weighs on motorists, or a majority of French people.
