Summary

Mr. Alexandre Allegret-Pilot draws the attention of the Minister of the Interior to the regulations relating to cycle lighting and in particular to the ban on flashing rear lights provided for in Article R. 313-5 of the Highway Code. This provision requires the use of a fixed red rear position light, visible from the rear and prohibits the use of flashing lights. If this rule aims to guarantee good legibility for cyclists to other road users, it nevertheless raises questions about its suitability for certain traffic situations. Indeed, in rural areas or on poorly lit roads, where vehicle speeds are higher, many bicycle users believe that flashing lights allow them to be spotted more quickly and at a greater distance by motorists, due to their more attractive nature. visually. In a context of developing soft mobility and promoting the use of bicycles, the question of the visibility of cyclists constitutes a central road safety issue. Several stakeholders therefore suggest that an adaptation of the regulations could be considered, in particular by authorizing the use of a flashing light in addition to a fixed light, or in certain specific conditions, such as off-road traffic. agglomeration. Under these conditions, he asks whether the Government plans to re-evaluate the ban on flashing rear lights for cycles and, if necessary, to study arrangements to reconcile the readability of the signal and improved visibility for cyclists, based on objective data on road safety.
