Summary
Mr. Elie Califer draws the attention of the Minister of Agriculture, Agri-Food and Food Sovereignty to the attractiveness of local public agricultural education and professional training establishments in France. In a context marked by the need to strengthen food sovereignty and promote more sustainable production models, agricultural education constitutes a strategic lever essential. Local public agricultural education and vocational training establishments (EPLEFPA), commonly called “agricultural high schools”, fully participate in the training of future professionals called upon to take on these major challenges. However, they remain insufficiently known and suffer from a lack of attractiveness. The significant increase in the number of pupils, apprentices and students observed in these establishments for seven years must be put into perspective insofar as it is mainly based on the development of apprenticeship, followed in particular by adults already engaged in the agricultural sector. Information report no. 2701 on agricultural education in 2024 highlights that the number of students enrolled in initial training through school decreased by 5% between 2017 and 2023. Since 2023, the school route has experienced a increase of 1% each year. While one in two farmers will retire within ten years, these student numbers are still largely insufficient to ensure the renewal of generations of workers in the agricultural sector. EPLEFPAs continue to suffer from a lack of appeal, largely attributable to communication that is still too limited and insufficiently structured. Agricultural sectors remain insufficiently known or too often perceived as intended for students in difficulty or only for the children of farmers, despite the diversity of pathways they offer, the wealth of their opportunities and their structuring role in transformations in the agricultural sector. Increased mobilization is necessary in order to make this type of education better known and to encourage the orientation of students towards these establishments from the college. The orientation law for food sovereignty and the renewal of generations in agriculture (LOSARGA Law) promulgated in March 2025 set the objective of increasing by 30% the number of learners in agricultural and agri-food training by 2030. If the text provides for a set of actions and mechanisms aimed at promoting EPLEFPA from the outside, no provision provides for credits allowing these establishments to implement internal communication to promote their training and courses. He would like to know what budgetary credits the Government intends to mobilize to strengthen communication and the promotion of agricultural high schools among students, families and the general public by providing agricultural education in particular with dedicated personnel trained in communication professions, in order to conduct a ambitious and coordinated national strategy in this area, an essential condition for responding to the challenges of renewing agricultural generations and transitioning towards a more sustainable model.
