Summary
Mr. Dominique Potier questions the Minister of Labor on the planned absorption of local missions by Pôle emploi, announced by Prime Minister Edouard Philippe in July 2018, since confirmed by the disclosure of a confidential note from the Ministry of Labor and, later, by the Minister of Labor in the Senate. Present throughout the national territory and the first national network to welcome and support 1.5 million young people, local missions have fulfilled a public service mission for 35 years. Invented and implemented by Bertrand Schwartz in the early 1980s, they are not aimed, like Pôle emploi, at adults who have already, more or less, worked and are looking for work, but at young people aged 16 to 25, in construction, who are experiencing difficulties for various reasons: insufficient professional qualifications, absence networks of relationships, lack of self-confidence, health problems, psychological concerns, difficulties accessing housing, failing family relationships or critical legal or judicial situations. Local missions welcome, inform, guide and support young people, without obligation and without risk of radiation, so that they carry out their projects and become independent. Comprehensive support for each young person in its irreducible specificity has little connection with the action of Pôle emploi, focused solely on putting the unemployed back into employment, even if access to employment is also an objective of local missions, as the term of their support. The National Union of Local Missions (UNML) is alarmed at not having been consulted on this possible absorption which would give Pôle emploi complete freedom to approach elected officials to take it back from them responsibility for management dialogues. She fears that the organization, cost and performance of Pôle emploi will not meet the challenges of supporting job seekers and the expectations of companies looking for skills. Currently, more than 30% of young people supported by the network of local missions, particularly the most deprived, are not registered with Pôle emploi whose support methods are not adapted, or even exclude them. The UNML fears, through this possible absorption, a calling into question of the specificity of the global and personalized support of young people and of the territorial anchoring of local missions, with the strong political and financial commitment of elected officials, guarantee of the performance of their actions. He wishes to obtain confirmation from the Government of the determining role currently played by local missions in functioning of which local authorities contribute in a decisive manner. This role was also defended by the Assembly of Mayors of Meurthe-et-Moselle, via the unanimous adoption of a motion on the maintenance of current local missions during their general assembly of October 20, 2018 as well as by the elected representatives of the communities of communes of the Terres-de-Lorraine country during their board of directors meeting of October 19 2018. He asks if the absorption project were to be confirmed, what the implementation modalities would be and what the commitment to improvement would be in favor of the public concerned.
