Summary
Mr. Jean-Pierre Taite draws the attention of the Minister Delegate to the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty, responsible for industry, to the draft decree modifying the specifications of eco-organizations in the extended responsibility tire sector and aiming to make them bear the payment of a subsidy of six euros per retreaded tire produced, for a total annual cost valued at more than ten million euros per year and financed by tire marketers, via their eco-organizations. This draft decree was issued hastily, the day after the safeguard procedure pronounced against the only retreading company in France. In the absence of a dialogue bringing together the stakeholders and without an environmental and economic impact study, the adequacy of this new obligation of financing is not demonstrated with regard to the objectives pursued by the sector. The environmental benefit of retreading VL tires has never been demonstrated. In fact, rolling resistance tests carried out blindly demonstrated that retreaded tires had a rolling resistance 25% higher than those of new tires. Taking into account the fact that tire use represents more than 80% of its environmental impact, far Faced with its production, distribution or end of life, the environmental impact must be demonstrated by a supported study. It also recalls that if the operational eco-organizations are intended to promote the emergence of an industrial fabric making it possible to provide end-of-life treatment solutions for tires which guarantee the best environmental impact, they could not constitute, without a negotiated and established trajectory within the framework of approval procedures, financing instruments for private companies in difficulty, in a monopoly situation on a given market. He would therefore like to know whether he intends to postpone the application of this measure to the results of independent studies establishing the environmental benefit of retreading light vehicle tires. If necessary, he asks him what are the legal grounds on which he intends to base the regulatory measure concerned.
