Summary

Mr. Nicolas Ray draws the attention of the Minister Delegate to the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty, responsible for artificial intelligence and digital technology, to the difficulties of access to digital public services encountered by people with specific language and learning disorders, known as “dys” disorders (dyslexia, dyspraxia, dysphasia, dyscalculia and dysorthography). The increasing dematerialization of administrative procedures now leads a significant part of access to public services to depend on the use of digital platforms. If this transformation constitutes a lever for efficiency and modernization of public action, it must also respect the accessibility requirements provided for by the legal framework in force. In this regard, Law No. 2005-102 of 11 February 2005 for equal rights and opportunities requires the accessibility of communication services to the online public of administrations. This obligation was clarified by the general framework for improving accessibility (RGAA), which transposes in particular the European directive relating to the accessibility of websites and mobile applications of public sector organizations. However, these technical standards remain still largely focused on sensory disabilities, particularly visual and hearing. The specific needs of people with cognitive disorders or specific language and learning disorders are less explicitly taken into account. Thus, in practice, many online administrative interfaces still present significant obstacles for these audiences: density and complexity of textual content, absence of simplified language versions, insufficient structuring of information, complex digital forms or even imperfect compatibility with certain compensation tools such as reading assistance or speech synthesis software. However, the need to make content accessible to people with comprehension difficulties is the subject of increasing attention in action public. Thus, since January 1, 2022, candidates for the presidential election, legislative elections and regional elections have the obligation, in application of article R. 38-1 of the electoral code, to make available a version of their electoral propaganda in “Easy to read and understand” (FALC) format. If this system recognizes the importance of cognitive accessibility of public information in order to guarantee full participation of all citizens in democratic life, it appears necessary to extend this requirement of accessibility to all dematerialized administrative procedures. This is why he asks what measures the Government intends to take to strengthen the consideration of cognitive disorders and specific language and learning disorders in public accessibility policies. digital in order to allow people with “dys” disorders to access public services and the effective exercise of their rights under fair conditions.
