Summary
Mrs Marianne Maximi questions the Minister of Health, Families, Autonomy and People with Disabilities on the situation of the Asalée association and on the measures envisaged to support coordinated care in France. On March 27, 2026, the Economic Affairs Court placed the Asalée association in receivership. The association's 2,000 nurses have not received salaries for two months. This situation results of a prolonged dispute between the association and the National Health Insurance Fund, initiated since 2020. However, the approach developed by Asalée has demonstrated its effectiveness, recognized both by patients and by the Institute for Research and Documentation in Health Economics, as well as by the director of the CNAM and successive ministers responsible for health. The association now provides care to more than 300,000 patients, now exposed to the risk of disruption of care. In a press release, the Minister indicated that she wanted to “ensure the continuity of the system and secure health professionals”, without however specifying the concrete measures envisaged. The MP would like to know precisely the measures that the Ministry of Health intends to implement to guarantee the sustainability of Asalée's activities, in particularly on a financial level, even though these activities directly contribute to the fight against medical deserts and non-recourse to care. She would also like to know what support will be provided for the project to transform the association into a cooperative society of collective interest (SCIC), a development desired by nurses in order to enable them to collectively determine their conditions of practice, in the interests of patients. More broadly, she would like to know the Government's analysis of the difficulties encountered in guaranteeing appropriate working conditions and remuneration for nurses, as well as the directions envisaged to move away from a management model based on quantitative objectives, likely to weaken the conditions of care and prevention.
