Summary
Ms. Laure Miller draws the attention of the Minister of Labor and Solidarity to the possibility of introducing a mechanism for the voluntary transfer of quarters of retirement between spouses. Some people reach the legal retirement age with a number of quarters greater than that required to benefit from a full rate. These “excess” quarters, which are not valued beyond the possible premium, cannot however, not be transferred to their spouse, even when the latter retires before and does not have the number of quarters necessary to obtain a full-rate pension. Some couples believe that a system of donation or voluntary transfer of quarters, limited, supervised and conditional on the explicit consent of the person with a surplus of quarters, could make it possible to reduce situations of intra-family inequality and to better take into account solidarity within the couple.
