Summary

Mrs. Laurence Maillart-Méhaignerie draws the attention of the Minister of Labor, Health and Solidarity to the importance of taking into account work of collective utility (TUC) and similar measures in the long career system. Law No. 2023-270 of April 14, 2023 on corrective financing of social security for 2023 allowed the opening of retirement rights for quarters worked under TUC status. Implementing decrees published in August 2023 specify the terms of application of this measure. This shows that TUC quarters are considered “assimilated” and not “contributory” quarters. They therefore do not allow you to claim early retirement for a long career, which requires validating enough so-called “contributory” quarters, i.e. at least 172 quarters. The Deputy is surprised by this provision which penalizes strongly the beneficiaries of the TUC. The parliamentary debates had in fact defended the recognition of the aforementioned quarters as “contributory” and not “assimilated”. She would like to know if the Government plans to correct or complete the system so that the TUC quarters can provide rights to early retirement for long careers, as it committed to during the parliamentary debates.
