During discussions on the social security financing bill for 2019, this difficulty was raised and was linked to the prohibition provided for in paragraph 3 of article L.4381-1 of the public health code, under the terms of which "The carrying out of these internships cannot have the aim or effect of increasing the remunerated activity of these practitioners”. This provision was interpreted as prohibiting orthoptist students from carrying out internships with a privately practicing orthoptist. Several amendments were tabled to delete this paragraph. They were supported by the rapporteurs of the social affairs committee of each chamber.
