Mr. Jean-Yves Bony draws the attention of the Minister of Agriculture and Food to the issues related to the different species of ragweed. Indeed, these invasive species are harmful to human health due to their allergenic pollens. Present along roadsides as well as in urbanized areas, they are also weed species of spring crops causing significant yield losses which can go as far as destruction of the crop in place on a plot and additional management costs. A recent collection of ragweed management experiences in an agricultural context produced by the Ambrosia Observatory - FREDON France highlights the difficulties encountered by farmers. For several years, the Stop Ambroisie association has been raising awareness among the population, elected officials and public authorities, and trying to instigate action plans. aimed at controlling this plant. Finally, a survey that the Alliance against Invasive Species (AEI) carried out in the fall of 2018 among the mayors of Charente, showed the lack of resources and information available to mayors in the face of the strong presence of ragweed in their municipalities. Furthermore, in September 2019, the Council of the European and Mediterranean Plant Protection Organization (EPPO) approved the addition of ragweed on the EPPO A2 list of pests already present in the region recommended for regulation as quarantine pests. This addition to an alert list echoes an ANSES opinion from July 2017 reporting “an impact which can result in a total loss of the harvest”. As part of a global approach to ragweed risk management, there is therefore a real need to regulate at national level, concomitantly with the classification as species harmful to human health, ragweed as organisms harmful to plant health. This complementary classification would thus make it possible to facilitate synergies among all stakeholders and to set up a compensation program for farmers actively fighting these issues, both for the protection of their crops only for their health and that of our fellow citizens. Also, on the occasion of the current revision of the national classification of species harmful to plant health, he asked whether ragweed species will be taken into account in the creation of the new national classification dependent on his ministry.

Jean-Yves Bony appelle l'attention de M. le ministre de l'agriculture et de l'alimentation sur les surfaces pastorales qui, pouvant avoir moins de 50 % d'herbe, sont néanmoins des terres agricoles ayant une valeur agricole et sociétale très importante. Les surfaces pastorales garantissent une ressource alimentaire résiliente en cas de sécheresse, et ceci est d'autant plus vrai dans le contexte actuel de changement climatique. Elles permettent une valorisation de terres agricoles sur des territoires difficiles, ainsi qu'une valorisation des surfaces agricoles sur lesquelles aucune autre production n'est possible, souvent dans un contexte local de déprise agricole. La reconnaissance de ces surfaces est nécessaire au maintien de l'activité pastorale sur les territoires, à la préservation de la biodiversité, à l'ouverture des milieux, à la lutte contre les incendies, à l'entretien et à la vie des territoires. Pourtant, ces pratiques et ces surfaces, du fait de leur hétérogénéité, ne sont pas reconnues à leur juste valeur par la politique agricole commune. Sur la base des règles actuelles de la PAC, l'évaluation de l'éligibilité de ces surfaces et la manière de les contrôler est rendue difficile, très subjective voire excluante. Les petites fermes ont vu leurs aides baisser alors que les plus grandes ont vu leurs aides exploser faute de plafonnement des aides. Avec la PAC post-2020, la France pourrait avoir plus de marge de manœuvre pour reconnaître les surfaces pastorales et mettre fin aux rentes de situation en plafonnant les aides à l'actif. Le ministère a mis en place un premier groupe de travail sur le sujet le 19 juin 2019 et n'y a pas donné suite. Des réflexions auraient pourtant lieu sur un logiciel (LIDAR) sans associer tous les acteurs concernés. La France n'a pas, non plus, avancé de position déterminée en faveur du maintien de l'activité pastorale sur son territoire. Il lui demande de bien vouloir lui garantir que le Gouvernement mettra en œuvre, dans la prochaine PAC, l'éligibilité des surfaces pastorales, au titre des aides du premier pilier de la PAC, avec un système plus juste et plus simple.

Mr. Jean-Yves Bony draws the attention of the Secretary of State, to the Minister of Ecological and Inclusive Transition, to the reduction of the TICPE for advanced biofuels based on flotation grease, composed of at least 30% methyl esters of fatty acids, in order to allow them to benefit from the same advantageous taxation already existing for type B100 biofuels. Since the energy transition law for growth green of 2015, priority should now be given to the development of advanced biofuels. Advanced biofuels are biofuels using raw materials that do not compete with food markets. They come in particular from waste, such as flotation grease, and their use allows maximum savings in greenhouse gas emissions. This is all the more true as their production uses, as is currently the case in Brittany, only renewable energy (biomass and recovery of waste energy) and recycled water. Currently, the physicochemical parameters required in France for advanced biofuels derived from flotation grease do not allow their use in captive fleets. Indeed, to be placed on the market, a biofuel must not only satisfy the criteria set out by the European standard EN14214, but must also meet national parameters, particularly on physico-chemical bases. The percentage of saturated fatty acids and the filterability limit temperature (temperature below which the biofuel freezes) are part of these parameters. Thus, France considers that the biofuel must have a TLF of -10° C in B100. These parameters are only achieved by biofuels from rapeseed, which therefore benefit from tax relief (set out in article 265 of the customs code). This is discriminatory and blocking the production of advanced biofuels for French captive fleets. Indeed, advanced biofuels derived from flotation fats cannot meet French parameters in TLF or percentage of saturated fatty acids (because they contain a portion of fat animal), and they are therefore automatically excluded from a reduction in the TICPE for B100 and any other percentage of incorporation even though the latter are more costly to produce due to their origin. It would therefore be desirable to obtain the possibility of having a tax advantage also for lower incorporation percentages applicable to advanced biofuels. This advantage must also be accompanied by a relaxation orders setting the limit values ​​for the cold properties of biofuels. In view of these elements, he asks it to please clarify the Government's intentions regarding the possibility of further developing advanced biofuels, particularly from flotation grease, via the implementation of tax and regulatory measures.

C'est le cas du nosema ceranae qui se développe dans les cellules de l'intestin et cause d'importants dégâts sanitaires dans les ruches. Il provoque une perturbation endocrinienne au sein des colonies et sert de porte d'entrée à des virus, comme celui de la maladie noire. Phénomène inquiétant, nosema ceranae s'avère plus actif dans le sud de la France que dans le nord. Le changement climatique peut faire craindre un développement croissant de ce champignon face auquel les apiculteurs sont démunis. D'autres maladies fongiques comme le couvain plâtré ou le couvain pétrifié touchent environ 10 % des ruches. Les experts estiment que la dynamique de population est freinée de 10 % à 30 % selon le taux d'infestation. L'autre conséquence des maladies fongiques pour l'apiculture est indirecte mais tout aussi réelle. Les maladies fongiques réduisent la biodiversité et donc la qualité du bol alimentaire des butineuses ; les défenses immunitaires des abeilles sont affaiblies, ce qui peut entraîner des phénomènes de surmortalité. Les experts de l'ONU sur la biodiversité (IPBES) viennent d'ailleurs de publier un rapport alarmant sur cette perte de biodiversité. Les années fastes, les oléo-protéagineux (colza et tournesol notamment) assurent environ les deux-tiers de la production de miel en France directement, ou indirectement en contribuant au développement des colonies permettant de récolter d'autres miellées. Les moyens de lutte existent. Pour être efficaces, les agriculteurs doivent avoir à leur disposition une large palette d'outils adaptés à toutes les situations en prenant notamment en compte les conditions pédoclimatiques. Les difficultés techniques rencontrées par les agriculteurs font craindre aux apiculteurs une réduction de ces cultures agricoles mellifères pourtant indispensables à l'alimentation des abeilles et à la production de miel. C'est donc tout l'équilibre de la filière apicole qui se retrouve aujourd'hui menacé par le développement des maladies fongiques accéléré par le changement climatique. Par conséquent, il lui demande comment le Gouvernement entend soutenir les apiculteurs par des programmes de recherche ambitieux, ainsi que les agriculteurs pour leur garantir l'accès aux moyens de lutte efficace afin de maintenir les cultures mellifères au cœur des territoires et préserver ainsi le précieux service de la pollinisation.

Dans le Cantal, ce sont 300 fermes qui ont fait le choix de ce mode de production, et l'aide au maintien est indispensable pour ces agriculteurs pour bénéficier d'une juste rémunération, sans que ce soutien ne vienne entailler d'autres budgets destinés à l'agriculture. Il lui demande de lui indiquer sa position en la matière.

Mr. Jean-Yves Bony draws the attention of the Minister of Solidarity and Health to the lack of attractiveness of the orthoptist profession. This profession is accessible after university training attested by a certificate of ability as an orthoptist, the organization and content of which are set by a decree of October 20, 2014. This course provides for several weeks of internship during the six semesters of study. Internships can be principle be carried out in public or private hospital, medico-social, educational structures and in private practices. Several points of the training grid have, however, never been specified: the status of the private internship supervisor, the homogeneity of training throughout the territory, the means of controlling the authorizations of training places and the orientation of practical teaching. These uncertainties regulations have seriously penalized orthoptists. With particular regard to practical teaching, it appeared that internships in private practice were essentially devoted to assistance during ophthalmological consultations. Rehabilitation and rehabilitation missions, which nevertheless constitute the heart of the profession, found themselves marginalized or even excluded from training. Orthoptics students now favor internships in ophthalmology practices, with better defined contours and accompanied by remuneration. During discussions on the social security financing bill for 2019, this difficulty was raised and was linked to the prohibition provided for in paragraph 3 of article L.4381-1 of the public health code, under the terms of which "The carrying out of these internships cannot have the aim or effect of increasing the remunerated activity of these practitioners”. This provision was interpreted as prohibiting orthoptist students from carrying out internships with a privately practicing orthoptist. Several amendments were tabled to delete this paragraph. They were supported by the rapporteurs of the social affairs committee of each chamber. However, the Government opposed this deletion, considering that the provisions in question did not have the effect of prohibiting internships with independent orthoptists but only the invoicing of their interventions with patients. Paragraph 3 of Article L. 4381-1 of the Public Health Code therefore remained unchanged. Their careers, although very long, often entitle them to low pensions. Thus, after 4 years of virtual freezing, they were not revalued in 2018 and barely in 2019 (+0.3%) while having to support an increase in CSG of 1.7 since 2018. % as soon as the retiree has income above 2,000 euros per month. Mr. Jean-Yves Bony draws the attention of the Minister of Solidarity and Health to the attribution of part of the acts of care contained in the decree on the act and exercise of masseurs-physiotherapists, to chiropractors, by an order published in the Official Journal on February 13, 2018. It is clear that this order, which defines the training of chiropractors and contains a framework of activities and skills, mentions in its appendices of teaching in chiropractic schools multiple care techniques which go well beyond simple joint manipulation and encroach very widely on the field of functional rehabilitation. This decision is all the more surprising as this decree increases the skills of chiropractic even though it is today considered “an unconventional care practice” (PSNC). That risks further complicating the patient's care pathway, since from now on, the distinction between what is the responsibility of the physiotherapist and what is the responsibility of the chiropractor can only be made with regard to the functional state of the patient, even though no relevant indication in the text allows us to place the limit of intervention of one professional in relation to the other. This also risks creating a de facto double regime of access to the same care. Indeed, for the same pathology, the patient will be able to access the chiropractor unconditionally or access the physiotherapist on condition of obtaining a prescription from their doctor. Physiotherapists fear that this new deregulation will ultimately lead to a dereimbursement of their services since those of chiropractors are not covered by health insurance. Regarding the recognition of their course of study, physiotherapists follow a long process which is not validated at its fair value. Thus, the first year common to health studies (PACES) delivering 60 ECTS is still not added to the other 240 ECTS delivered during the four additional years of institute training. It would therefore be logical for them to obtain 300 ECTS. He would like to know how the Government intends respond to the concerns raised by this order and the risks it entails. Furthermore, he asks them if they intend to recognize their diploma as a master 2 degree as already exists in other European and Anglo-Saxon countries.

It is clear that numerous free trade agreements providing for the opening of the European market to meat from third countries are currently being negotiated, so he asks it to indicate the regulatory measures it intends to take so that this provision finally comes into force.

Mr. Jean-Yves Bony draws the attention of the Minister of Solidarity and Health to the expectations of the Cantal Diabetes Network Association in terms of prevention and screening. The fourth cause of death in Europe, diabetes affects 4 million people in France. Care related to this disease represents 15% of health insurance expenses. Information, prevention, particularly for the youngest, and screening must therefore be amplified to raise public awareness. The Cantal Diabetes Network Association, very active in this area, is calling for a strong mobilization of public authorities for better management of this disease with the recognition of the disease as a “major national cause 2019”. It is clear that the financing of this association which supports many diabetics seems to be called into question by the ARS which plans to reduce the budget allocated to it, which will no longer allow it to act over time and in the different aspects of the disease, two essential elements linked and undeniably bringing results, which cannot be called into question. Indeed, it is through these elements that patients can, each at their own pace thanks to the repetition of advice in a very positive framework, assimilate all this information and take awareness, among other things, of the positive effects of diet and physical activity. He wishes to know its intentions in this matter and asks whether specific measures will actually be implemented in the face of this public health and social challenge.

In this department, only 10 stations (apart from the capital, Aurillac) sell SP95-E10 and one station sells E85. It is clear that Corrèze is not better off: 24 stations (apart from Brive-La-Gaillarde) sell SP95-E10 and a station of E85. While the increase in fuel costs is being felt heavily in rural areas, shouldn't we encourage medium and large stores to offer and distribute this type of (green) fuel before encouraging residents of landlocked areas to buy vehicles that run on gasoline? Only 45% of households in France have a connection greater than or equal to 30 Mbps. 30% of rural areas have access to very high speed, compared to more than 65% in large cities. He asks him to indicate the measures he intends to take, at a time when the generalization of 5G in the territory is being discussed. over the period 2018-2023, in favor of quality mobile and internet coverage for these rural and mountain areas.
